Each proposal for a Basic Service is evaluated in 3 steps:
A section discusses proposals:
During section meetings proposals can be commented and can – if necessary – be integrated with proposals by other interested sections.
The Technical Expert Committee (TEC) is in charge of evaluating proposals for basic service candidates in terms of technical quality, interoperability with existing solutions, suitability of the partner organizations suggested and the financial calculations provided. Based on this evaluation, the TEC will give a recommendation to the Consortia Assembly.
The Consortia Assembly decides on whether
to fund the service.
The vote in the Consortia Assembly reflects the degree of support and commitment for a basic service candidate among the consortia.

Service Candidates might need to quit B4N’s Process (e.g. for technical reasons or because they are not relevant to a sufficiently large number of domains). Such services will enter a Tool Pool. They can then be used by subgroups of domains. This also means, however, that any business model for these services and their sustainabity will need to be provided for outside of B4N. Yet, this should be much easier, given that the candidate has at least completed a professions initialization-phase in Base4NFDI.
